(G.N.S) Dt. 18 Mumbai Mumbai High Court on Monday expressed surprise over how fugitive businessman Neerav Modi and others were allowed to build bungalows on the seashore of Alibag. The court said that ignoring such violations tells the authorities that the officials did not work with their mind at all.
