(G.N.S) Dt. 20 Chennai Central prisons in Tamil Nadu state, Inmates, who are eligible for a prescribed number of holidays under the prison manual as a reward for their good conduct, are allowed to go on leave only after paying a bribe — which is anywhere between Rs3,000 and Rs5,000
